The closest shave your really eve likely to get is with a cut-throat razor - but I don't think these are sold anymore - for obvious reasons.Providing you you use a decent gel of foam to work up a lather - a safety (wet) shave should give you a decent shave to last most of the day - if you are going out in the evening - you may need to shave a second time.
Electric razors - whilst ok for quickness do not give as close a shave as a (wet) razor and if you need to be Really close shaved then an electric razor is not ideal - otherwise you'll be shaving 2 -3 times per day

You are just one of those guys that has heavy growth. I like it! My brother has to shave twice a day, morning and night. My husband uses the Neutrogena shave gel - he said using this gives him the closes shave ever. You might try it. Make sure you are using a good, sharp razor. Also, try shaving AFTER you shower. All the steam softens your beard and makes shaving easier and closer (per my husband).

I have to shave every second day. I also have the same problem as you, but i have dealt with it now. Why don't you use the gillette moisturising shaving gel in a can. Here is the link to have a look at it:

It is the best and leaves your skin feeling clean and smooth!

I always shave right after a good hot shower. Good sharp blades and some shaving cream that about all you can do.

I suggest Veet cream - takes hair from the root painlessly. Just make sure you exfoliate regularly or you'll get ingrown stubble which will hurt lots.
