That is a bad idea. In this global world any one can do job any where he wants. Just like US jobs are moving to India, they will come back if we have right jobs for them.

To become a great country, the country should have a good law and order & political system. Are you satisifed with the politicians? Are you comfortable going to the judicial system or police in India?
I am not sure how forcing IITians to stay in the country can make India powerful.
However, IIT is funded through government and Indian citizen's taxes. So, if the IITians contribute something back to the Indian society that is good enough.

That will hit both ways. Consider the plight of the Indian graduates. Where will you find jobs for them? These guys do not know how till the soils or run a power tiller, leave alone a bullock cart. No body has taken the Indian graduates as a bonded labour as a compulsory measure. Look at the long winding queues before the US embassies by the aspirants of their Visas. Your solution is a wishful thinking, not based on practical consideration. You should not cut your nose to spite the face.

As India has the 2nd biggest population on the earth, it has the potential, now being realised, to become extremely powerful, But only if people can be educated, to take them out of poverty, and allow India to properly contribute on a global stage. It would seem impossible to keep graduates from working abroad if this is what they want, unless they intend to impose some form of disruptive socialism.

will it become very powerful???? mostly people didn't answer what u are asking. my answer is NOOOOO. india know how to creat things but still don't know how to sell on large scale. there are not enough government support to iit people. cuz most the government official are not well educated. so they don't know what to do. in US they get more money and better life and equal opportunity. which is not possible in india. first they have to make india a better place to live. they iit will grow and make india powerful, which is not impossible very soon.

But vision of IIT graduates is to make more and more money,in India or abroad,by hook or by crook.Anyway restriction of free movement of people is against UN charter.

India has a strange policy towards technology , it wants its graduates to stay yet there is already a overabundance of programmers in Bangalore (10000+)yet if you try to import more computers the government taxes you so hard its cheaper to go to China or Vietnam .
The government needs to sit down and think out a policy that works

I doubt a democratic government could do that, at least not effectively. People will always migrate to where the money is, and if it is not in India, then they will leave.

It violates human rights.Today, every big corporate house is multi-national.In govt services ,high quality students will be deprived due to reservation in recruitment and promotion.
