First place a call to your landlord as soon as possible.
Keep a diary of dates/times/response & who you talked with. With any problem you need to know this information, if you need to go further you will have the facts to back you up.
After the call (no matter what the response) follow up with a letter. State the problem very clearly..... Dear Mr/Mrs ____, I am a tenant at _________ the roof has developed a serious leak. When it rains the leak pours water into my laundry area, it is ruining my washer and dryer and your electrical connections are in jeopardy as well. This problem needs to be fixed immediately. This is a major safety hazerd to my family and to your building.
Please call me today to let me know when I can expect to have this fixed.
If you have not heard from the landlord within 24 hours contact your city's building and ordinance division to find out what rights you may have. The more aggressive you are the quicker you will get this fixed.

Being a landlord myself I know that there are certain responsibilities that your landlord is legally responsible for. Anything that causes damage to personal property is his responsibility to replace. Also, if damage or injury is possible then the problem must be addressed immediately. Mixing water with electricity is a huge possibility of damage, not to mention life threatening if a fire were to break out. Call your landlord and have him come over and look at it. If he doesn't believe you call him and have him come over when it is raining. If he won't then take a video of the problem and send him a copy, keep the original. If he still takes no action, send a copy again with certified mail, he will have to sign for it, and then he can't say he didn't get it. Let him know that if the problem is not addressed you will be getting legal help to resolve the issue. Also, let him know that he might be able to get some help paying for the repairs from his insurance, if he can prove it was some kind of storm or such that caused the damage. That is what insurance is for, tell him to use it.

Forget writing him a letter you either call the landlord or go visit him/her at their home and tell them that your roof is leaking and to have it fixed ASAP and if they don't comply then have a contractor come out and fix it and send the bill to your landlord
