Yes, if it has a bearing on the final score being tied or victory is hanging in the balance. The scoring team can elect not to try the PAT if the TD alone is enough to win the game. It is the same at all levels of play.

Yes, but if it's the final play of the game, they will only kick the extra point if it will put them ahead or into a tie.

if u talking about if the game is over ... if they need it but if they score in overtime and win the game they dont need the extra point.. but if u mean the play clock runs out... they just move u back five yards.
