Like many backward nations, Afghanistan is not ready to be a true democracy. Democracy has to be based on the consensus of the people. By culling the favor of the war lords, the U.S. hopes they will convnce their respective tribes to behave like constituents in a democracy.

And, as one answerer correctly indicated, the war lords generally oppose the Taliban because the Taliban represent a threat to the power the war lords have. The real help to the Taliban is coming from Iran and Pakistan...Iran overtly and Pakistan covertly.

It's something like what went on in the former Soviet Union. There, the war lords were the regional heads of the Communist Party. To give the Soviet Union some sense of participation in its political process, these regional heads coerced their constituents to vote in regular elections. Never mind there was but one candidate, the Communist candidate, to vote for...it was a democracy because the "demos," the people, participated in it.

The truth is that true democracy requires a level of political maturity most nations do not have. That's why our attempts to cram democracy down the throats of the Vietnamese, the Afghanis, and the Iraqis has or is likely to fail in the long run.
