Sure they can be kept together without a filter - if you don't mind your betta occasionally snacking on them. You will, however, need a heater - shrimp simply are not good to keep at room temperature water as they will die in a short time. You will need to keep on top of your water changes, not only to remove waste, but to remove shrimp skin as well (imagine my surprise when I first got my shrimp and thought it had a second head growing out of it the next day - not cool). I've heard that shrimp require salt in the water to molt, but judging by my experience, that simply is not true.

All I can say about keeping the two together is it's a good thing that the shrimp are so cheap (cheapest place I've seen is PetSmart - I think they were something like $0.29 each). I started out with five of them in a quarantine tank to help with an algae problem I was having. I killed one when I was moving it to the larger tank (be careful, they can jump really freakin' far), so four were in with my betta and other fish. Within two months, all four disappeared.

Oh, and get a small container of regular fish food to feed the shrimp (unless your betta actually lets some of his pellets sink). They'll love you forever, or until the betta eats them.

They should be fine together without a filter as long as you keep up with the water changes and they each have their own space. Some bettas may be too aggressive though so unlike what you said that can't always be kept together.

My friend has just the set up you describe. It's been working for her for awhile now. Go for it.
In Sacramento, California Ghost Shrimp are about 50 cents each. It's been awhile since I had them though, so it may have gone up.
