You buy a device called a bluetooth dongle, with this and some freeware you can download you can make your own ringtones etc as it works both ways, taking stuff from your computer and putting it on the phone. A good one which is easy to use is the Blue Soleil, you can pick them up on e bay for about a fiver. I think mine was six quid. Its a brilliant device that transfers all my picture, music etc between phone and computer. Will also work for computer to laptop etc.

www.mymemory.com do a bluetooth/WirelessLAN combination dongle for around £20. It is made by IVT/Bluesoiel and they work very well. You plug the dongle into your PC's usb port and then install the software that comes with the dongle. Then you start the bluetooth program and search for available bluetooth devices. You will have to make sure that your bluetooth on your phone is activated and set to "discoverable". Once you connect to your phone you can copy music/pictures/ringtones etc to your phone from your PC. Pictures are sometimes limited to a small file size, it all depends on the phone you have. If you cannot copy a picture to your phone, open the picture with an editing program and make the picture smaller to about 100kb. This should be a small enough file size for your phone to handle.
This dongle is also a Wireless LAN network device so you can connect to other PC's on a wireless network.

You firstly need to have bluetooth available on both your phone and PC.
Phone is likely to have it built in, but you may have to buy a bluetooth adaptor (dongle) for the PC.

first of all you will need a bluetooth adaptor for your compter/laptop then you will need a bluetooth enabled phone.
then depending on your phone there should be software or a cd given in the box of the phone.
there should be instructions on that.
or just use google
