Unknown to the casual Scooby Doo fan but our favorite hound is very old and he actually suffers from siezures. This has affected Scooby at a very young age. His apparent speech impediment is caused by this. A severe stroke caused his movement & talking to be a little astrayed. The issue has never been made into a prime time issue because producers wanted to show to focus on the hilarity of the mysteries over Scooby's handicap. Also not Shaggy is a big advocate in dog care. So he usually will not comment on such accusation. As a far as Scrappy is concerned. He is young and strapping. The family health problems have seemed to avoided him thus far....

Although Scrappy refers to Scooby as 'Uncle Scooby', the two are not actually related, and therefore Scrappy never inherited the unfortunate speech impediment endemic in Scooby's family (Scooby and Mutley are second cousins, in case you were wondering)

Wrong they both can they just chose to do a funny voice with Scooby that is harder to understand. Just so you know in case you are to young Scooby came before Scrappy.

Scooby can talk but not really good. NOTE:in scooby doo 1 the movie Velma says that hes not a puppy he just has a gland disorder.

Evolution, Scrappy is the next generation and as such will be able to do things or adapt to things his uncle couldn't. Another example is the fact that he can remain a puppy forever wheras uncle scooby has obviously had to get older, as he is no longer a puppy.

That is a very good point, I never realised that until now. How true and how strange !!!
maybe shaggy shagged scooby and thus creating a half dog half human that resulted in scrappy doo- a dog that can talk !!!

they both can, scooby is just more nervous and quiet hence only the occasional cry of shaggy or scooby dooby doo,
scrappy is a typical teen puppy who never shuts up cos he s fearless and thinks he knows it all

It's because Scooby is a dog, And Scrappy is a Mentally handicapped midget in a dog suit. He's actually Shaggy's sisters kid.
