There are plenty of free tournaments on the main poker sites, but you have to sign up, and in most cases play a certain amount of games before you qualify.
But if you leave the accounts alone for a while they tend to give you some free money to play with every few months .... play it and if you win, after meeting the withdrawal criteria, take it out.

Most sites do. Party hosts some (but don't play there that site sucks!) FTP does, Stars does, Fortune poker does, etc. Just keep in mind these sites get a lot of entries for freeroll tournaments so you might want to play on a smaller site like Fortune to have a better chance.
Some sites that review and advertise poker rooms also offer exclusive freerolls and bonuses when you sign up for sites. http://www.ultimatepokerbankroll.com was offering a 100-200 dollar freeroll plus a free 10 bucks and rakeback to people who signed up for Interpoker or Titan poker, although those might be overwith now.
