it depends where do you live. here in orange cty, ca. there are quit a few places you can go. if you're into anime, look for convention tour around your area.

Save your money and go to Japan. They are a very nice, polite country, and it would be well worth your money. I went there 5 years ago as an exchange student and had a blast. You would want to study up on Japanese a bit [some community colleges offer Japanese courses] but most everyone in Japan has a basic knowlegde of English. They start teaching/learning English in pre-school. Also, you would want to invest in a very good camera [and lots of film or memory cards]...there are SO MANY picture opportunities in Japan. If you get the chance, you should visit a little town called Haruna. It's a quaint village, about 90 miles from Tokyo. They have a hot spring there and a hotel. They are also famous for their peaches. Haruna is where I stayed when I went to Japan. It's so beautiful. There are a lot of tourist sites, so I wouldn't recommend just going for a couple of days. Stay as long as you possibly can, so you can soak it all in. It's a breath-taking, mind-rattling experience.

Check out the university student centers nearby.
Go somewhere odd at an odd time, for example, go to the gym on a late Friday night... I guarantee you'll find all kinds of diverse people there at that time.
Some of the sushi restaurants have real japanese people, you'll know by their names and wheter or not they understand a simple Japanese greeting.
Try to get a job at a Japanese company, Japanese people work all the time.

I've gone through this before, I wanted to make a pinpal from Japan. There is one way I was able to find that posible. I went through a chat site that was all about 3D chatting. www.IMVU.com they have a way for you to meet random people. Once you have a friend you should try something on there. There's something called satalite chat or something like that, then type Japan or something like that. People who signed up for that site would pop up in yours and your friends chat room, people who's all about Japan in culture or just is Japanese in General. I hope that helps. I had fun on that chat place, it's fun, it's free to sign up, some stuff you can earn to buy or you could litterally buy the stuff through the mail and other ways.
