A bit of both.

If you waste your life away it's your fault.

If someone else does something that ruins your life then it's their fault.

It's a bit of both. It really depends on your attitude (and circumstance). If you're having an awful day and you focus on the negatives all the time, then you will think that life stink. Other times like for people who are born in 3rd world countries and can't get out of the situation they're in... life does pretty much 'stink'. If you have the ability to make things better, you shouldn't complain that life stinks.. you should most definitely try to make it better. Keeping in mind that you have internet access, i doubt your life really 'stinks'... in this case the "life is what you make it" line would work for you. :-)

There is a common saying that "Life is 10% what happens to you and 90% your attitude about what happens to you". Don't let the negative things that happen to you define who you are. People have to work on getting past those things, like "detours" on a road trip. It's not always easy but it can be done. Every single day is a new day.

Try listening to The Four Agreements by don Miguel Ruiz, narrated by Peter Coyote. They can change your life. In brief, they are:

Be Impeccable with Your Word:
Speak with integrity. Say only what you mean. Avoid using the word to speak against yourself or to gossip about others. Use the power of your word in the direction of truth and love.

Don't Take Anything Personally:
Nothing others do is because of you. What others say and do is a projection of their own dream. When you are immune to the opinions and actions of others, you won't be the victim of needless suffering.

Don't Make Assumptions:
Find the courage to ask questions and to express what you really want. Communicate with others as clearly as you can to avoid misunderstandings, sadness, and drama. With just this one agreement, you can completely transform your life.

Always Do Your Best:
Your best is going to change from moment to moment; it will be different when you are healthy as opposed to sick. Under any circumstance, simply do your best, and you will avoid self-judgment, self-abuse, and regret.

It can be both, but you are the overbearing factor in where you take your life. I started out with a crappy life, but changed it all by telling myself that I'm going to stop letting people take advantage of me and drive my life's vehicle to where i want to take it.

We're sometimes presented with a lot of crap that we can't control & then I'd say it's in the way we look at it.
