The first thing you need is a service that provides free (at least to start with) website displays, like Yahoo, Geocities. All you do is sign up. Second, you need a webpage (or two) to display on your site. Again, Yahoo (Geocities) will guide you through the process of creating, viewing, and changing your webpage(s). Go to the source and sign up, then follow the steps. You might want to think about what sort of webpage (or site) you want, the text you want to be displayed, any pictures (jpg's) you want shown, and the like, then you'll be ready to create your site. You create your site using a program supplied by the ISP (Yahoo, for example). All you do is type in text and maybe upload a picture.
All webpages are coded in HTML or some variant thereof. You don't have to do the coding as the programs do it for you. It wouldn't hurt, though, to learn some HTML. I'd start off with XHTML 1.0 as that is the latest and greatest (or is it 2.0 by now?).

Previous answers sound really reasonable. It's great if you manage to learn HTML or php and do that by yourself. If no, there are so many services that can do that for you. As for content writing, which is an indispensable part of web site and may play a crucial role in your web site success I would recommend you http://www.killer-content.com service. They have very professional content writers, as far as I know.

The easiest way is if your internet service provider gives you web space. Have a look on the home page of your isp and see, most providers will help you to create your own site for free.

Well first you will want to get some webspace. Register with a free site like yahoo Geocities to start out with (geocities.yahoo.com). Then you need to learn a programming language. To start out simple, you will need to learn HTML. You can learn more advanced stuff later. A good HTML reference is http://www.htmlgoodies.com . After much practice you can learn more advanced techniques and explore around. http://www.w3schools.com will teach you at a more advanced level, but I wouldn't recommend starting with it.
