Means the site has been blocked due to high bandwith usage...What does that mean.

Well Bandwith is defined like this:
Bandwidth is the maximum amount of data that can travel a communications path in a given time. Bandwidth is typically measured in bits per second. If you think of the communications path as a pipe, then bandwidth represents the width of the pipe that determines how much data can flow through it all at once.

A lot of colleges and companies are starting to block ISPs based on the high volume of traffic they generate. Meaning that a lot of employees and students are going to Myspace and thus reducing the usable bandwidth that would be used for more important things such as research and actual work.

My company blocks messengers, AOL and a few others. There's also work in progress to eliminate streaming of audio and video because it degrades the traffic of the network.

College IT person identified that this website is using more band with of the internet connection,(he can see what sites are causing more bandwidth ). and he might have blocked this website on the college router or proxy server.

IT persons will have tools to know which sites are browsing by the more students, and whether to allow or to block,

probably he blocked this site.
there is nothing you can do, unless change the settings in the router, or proxy.

The site uses too much of the available bandwidth and interferes with other internet traffic (legitimate on-line research, etc.) on the college's network, so they don't want you to use it on their system. Many schools block that site.

sites like myspace are loaded with all sorts of digital images and music files, which take a lot to upload... this slows down the access for other ppl .... so some schools are blocking the heavier sites that solely entertainment based so students can actually access things on the web they need for their school
