You should be able to create an email via your ISP provider and then configure it to be uploaded to Outlook Express or Outlook. You will need to find the ingoing and outgoing POP3 and SMTP details to set it up (unfortunately you didn't say who your ISP is for me to get you the appropriate details). Or you can get webmail based email accounts such as hotmail (from www.msn.com) or yahoo mail, or a google (gmail) account via someone who can send you an invite.

you can use various email client and add email address having pop3 acconts to save mail to your computer from the email account. But only pop3/smtp mail account can be added to your mail clients so you need to have such account first. the paid mail account of yahoo supports this

yahopo, hotmail, google, lots of places to open up new email accounts.
If you are using Outlook or something like that, you just need to add an account under options.
Often it depends on your ISP on how to go about doing this.

if you want free email account, you can get one at any free email provider like
1.www.yahoo.com
2.www.hotmail.com
3.www.gmail.com
if you want to open the email from your computer, you can configure through 'microsoft outlook'. It is easy. you can look the tutorial to configure your 'Microsoft outlook' from

you also can use MSN messenger or Yahoo messenger to get notify when an email coming to your account. Both service are free to use and very cool...

well thers yahoo and hotmail. go onto yahoo and you will get an option for mail. you will have o sign up to either networks and its easy to create aswell.
