Lets not assume that its human. It sounds like a ham bone. Of course I could be wrong, your bro could be nuts. Ask him, but make sure that you have a witness with you.

Ask him about it, I really don't think he's become a cannibal, theres got to be an explanation for it. Cow bones are really big too, and the red stuff could be beetroot juice.

You assume he's been eating a leg of ham and some salsa or tomato ketchup ... then you find some bread and make a nice sandwich as long as he says it's OK to do it.

Depends on your relationship with your brother and what you know he is capable of, if you think he's capable of keeping blood and body parts in his refridergator, call the police without saying a word to him. If you know him to be a good, psycologically well person, ask him, it could be a halloween prank.
