I am not to familiar with how Washington was while in office.. I was not there... but I would have to put him above the other two... From what history tells us (although history only tells you what the person who wrote it wants you to know.) Washington was a great man... General in our army.... So washington, than Bush, than Clinton, in that order.

Washington. He didn't think the rules applied anymore, so he and a bunch of his closest friends rewrote them. Clinton tried, at first, but to no avail.
