Of the majors, Exxon-Mobil, Sohio, Chevron (bought up Texaco and Gulf) were all previously parts of Standard Oil, a very American company. However they are all public-owned, publicly traded companies and anyone anywhere in the world can buy their stock and be "owners" of the companies. Still, most of their major stockholders are other American institutions.

Royal Dutch Shell (Anglo-Dutch) and BP (British, since merged with Amoco) are the big, western, non-US based oil companies.

Valero is the only Big one i can think of ..there are alot of small refiners in the middle states they are Chasing Citgo outa south Texas and California
