The skirt of the dress should fall around your knee. Too short just accenuates your width, while too long makes you look shorter. The dress shouldn't have any horizontal lines, this includes patterns, stripes, and even waistlines. Look for bias cut and A-lines to fit and flow over your body for a leaner look. Darker solid colors will make you look smaller, stay away from brighter and lighter colors. The sleeves should cover your arms. The more skin that shows, the larger you can look. Try a 3/4 length sleeve.
You didn't list what and where you need the dress for, so here are some general styles.

black always makes u look slimmer and taller. since u are short so u say u dont want anything too long . id go just below the knee or a little above. never ever wear stripes if u on the heavier side this only makes u look wider. your best to stick with a plain color or a simple pattern , nothing too big in design or flashy, soft and simple is the best way to go , small design or plain color. but nothing beats the little black dress, perfect for any occasion.and looks good one everyone.

If you're trim in your legs and thighs, I would go with a pencil skirt, knee length with a pin-stripe on chocolate or black for a dress suit; and a longer top...not too long! If your body is in all one color or pattern that will make you look trimmer. Under the suit, wear a nice bright color that's flattering to your complexion. It will draw attention to your face. Monochromatic dressing (all one color) works with anything as does long stripes. Godloveya.

DEFINITELY no shorter than just below the knee, as it will make you look frumpy and shorter. However, don't go for something too long. I'd recommend a dress that goes from either the lower knee to mid shin. Wear high heel and try ruching (Gathered areas) around the torso area, it draws attention to the area, and makes it look longer and leaner than it actually is, therefore making your overall frame look taller and leaner too.
