when playing pool, how do you force a forfiet when the player is not taking his turn?

it is frustrating when you are playing pool and your opponent is just sitting there despite sending a ping? how long is the wait period before you can force a foriet? Also when a player abandons a game, why can someone else just step in and finish that game. It should be over?

In local competition play around here a player who stalls the game like that and doesn't respond to s apoken request typically gets a poke in the ribs with the back of the stick to get his attention. That should get him moving again before anything harsher is needed.
