A bunch of things are taken into consideration. Wins, loses, era, key wins against division rivals, strike out to walk ratio, innings pitched, complete games. Pretty much all of these things are compared to other pithcers. The one with the best overall stats usually wins the Cy Young award.

There are no specific criteria, other than a belief by the voters that a guy has been the best pitcher.

It's voted on by 28 members of the Baseball Writers Association of America. Each of them places a vote for first, second and third place. The points are then calculated by giving 5 points for a first place vote, 3 for a second, and one for a third-place vote.

you just gotta be the mvp of pitchers, thats about it. sportswriters and a commitee vote on it like anything else in sports
