Technically, October 23 is the beginning of Scorpio, which means you fall under what is called a "cusp". A cusp is when one is born usually the first and last three (some claim seven) days of the zodiac period. This means, according to astrology, that you have certain traits of Libra (since Libra ends at October 22), which makes your traits as a Scorpio differ slightly from a usual traits of the typical Scorpio (or so they say). So, in a nutshell, you're technically a Scorpio with a Libra cusp! Personally, being a cusp just sounds cool :D

Check an empheris for the year you were born. You may also get a free chart from astrology.net.
You more likely are a Scorpio because of the time of the day. If you are a Scorpio you will NOT have any Libra traits unless you have other planets and/or the Ascendant in Libra. I have noticed that people throw out that phrase "born on the cusp" without understanding the meaning. You cannot go backwards in the horoscope.

Yes, the only way is to get your Chart done.
For that you need not only the Date Of Birth, but also the Time Of Birth and Place Of Birth.
You can get a very detailed Chart in Astrodienst - URL given above. Look at the degree of your Sun - symbol being a circle with a dot in the middle.
You might also want to check the positions of your Moon, and the Ascendant (the left point of the Ascendant/Descendant line that cuts horizontally across the Chart). Both are also important and act strongly in any Chart.
Contrary to popular opinion, you are not partly one sign and partly the other. You are either one sign or the other.
The reason why people think they may have some of both signs is because they may have some planets, or an angle, in the adjacent sign.

You would be a Libra on th cusp of scorpio meaning that you may have traits from both signs but the dominate one should be the Libra
