A plateau is geographic high and so there is likely to be a geographic low adjacent to it. Erosion is probably increased, and deposited in the basin. Isostacy then makes the basin sink and the plateau rise. These factors are also controlled by environmental factors, such as the prevailing wind direction and the amount of available moisture to move sediments.
