That will depend upon what your bumper is made from. For actual metal bumpers, simply soak the sticker in a mixture of water and gasoline (not too much gasoline) as this will soften the paper and glue holding it on. The gasoline could damage paints and plastics, so do not do this if your bumper is not metal.
For newer cars, with the plastic cove over the bumper, it is best to use a can of Coke or Pepsi. These liquids can eat the tarnish off of a penny, and eat the rust off cars, while at the same time not doing any damage to the plastic covering your bumper. Then, just scrape it off slowly and methodically with a plastic scraper, or a metal one if you're extra careful.

Home Depot or hardware stores have "Goof Off" in a yelllow metal can. It is made for dissloving glue and ink - for removing stickers and marker ink, etc.. Works very well to dissolve glue but sometimes needs a little extra water cleaning to remove the residue.

Use vegetable oil to soften the glue to remove the sticker. Then continue with the vegetable oil to remove the remaining glue. Let the oil do the work by soaking for a little while.

Ugh...been there done that. Peel off what you can, then take Vaseline/petroleum jelly and rub it on and let it set for a few minutes.. use a wash cloth for the rough texture, then wipe away. You will need to repeat this several (thousand) times but it works! You can also call a collision repair shop and get their input.

Do NOT try nail pollish remover or anything containing acetone...use may cause anything it touches to discolor. Use comercial products...i like 'De-Solv-It' or the much mentioned Goo Gone. Try it on an unseen area of paint first? If it's just the chrome, have at it.

go to walmart or bed bath and beyond and find a product called goo gone- its yellow and gets anything off....I've used it for stickers of all kinds on lots of things(5yr old in the house) and also a grease mark from a sliding glass door that nothing but googone worked on.
