I'm not really interested in what he's doing up there, just the charge for the risk, the scaffolding etc.

It's not the risk. If he knows what he's doing, there isn't any. It's time and materials. You mentioned the two hours on the roof as a basis for setting the cost. You mention scaffolding. How long did that take to put up and take down? How much did he need? Did he require a helper? You have to pay for that time too. Did he rent the scaffolding or does he own it? Either way, You have to pay for the use of the equipment. Did he drive to your house? How long a trip was it? Most jobs require that the contractor spend time and money off-site. Picking up materials and equipment, vehicle expenses, insurance, etc. all have to be covered, or the contractor will go out of business. Was he licensed? Licensed and insured contractors charge more than a handyman would.

might not need a scaffold, roof ladder might do it.
roofer might charge anything from 20 to 50 per hour depending where you live.
try and get one thats worked for a friend or family, try to avoid being ripped off.
