No, definately not. Regretfully the owner is not always responsible for the temperament of the animal. They can become territorial and become vicious if provoked even if they have loving owners. Here is an example for you:
Here in Sydney, Australia a rottweiler who had terrific passed experience with children and adults was in its backyard playing with one of its owners. A child who lived down the road (who knew the dog) came over without the owners consent, climbed over the fence and started patting the dog. The dog who had no history of past aggression bit her on the neck and the girl died of shock and a heart attack in the owners arms.
The dog was put down later that day, but can u imagine how the owner felt knowing what their pet did? This wasnt a young animal, it was nearly 8 years old. An animal can turn at any given moment...there is no guarantee where or when.

I'm all about the owners with dogs going to jail if they bite or kill. Most people take their animals forgranted becuase they are children you can leave home for up to a day and not have cops kick down your door. Dogs take what you give them. IF in the few hours you have with them during the day is positive, then you have a good dog but you have negative feelings or actions to the dogs of course they are going to be bad dogs. So dogs that bite and kill are obviously have been given nothing but bad attention their whole life and only know how to be killers and that is the owners fault. I feel that they made their desision long before the killing that they weren't going to properly train the dog to be good or even take the time to show them love. So to me thats like polishing a gun for years and years and waiting for the gun to get bigger and better and finally just leaving it in the room. When the gun goes off they will say oh I didn't know the gun would kill anyone. But the truth is, there was no other job for it to do. You get what you put into it....a killing machine. Guns don't love back but a dog would if you just treated it with respect. So yes the owners are responsible for neglecting which resulted in death. They put the dogs to sleep without blinking an eye, I think jail time atleast should be some of what the owner has to do.

I asked a similar question recently. I do think that people who owns certain breeds of dog should take exceptional precautions to see that their animal doesn't harm anyone. A muzzle when out in public,for instance. And if the dog is in it's home visitors should be warned before they come into the house of potential danger and if the dog is in the garden untethered then the garden should have a high fence or wall. If the dog were to attack someone then unless the owner could prove that the animal was acting in self defence the owner should be treated like someone who committed grievous bodily harm.and punished in the same fashion.

I think it depends on several things. If my dog kills a person in my home that is trying to kill me than no. However I am responsible for the actions of my dog. I have to take every precaution to protect the innocent. Just like I do with my guns. They can kill as well. I have had people with young children come to my house. I watch my dog very closely. Children can be very quick and scare a dog by jumping on them or something. Even though it is play to the child it is an attack to a dog.. If I have children around the dog gets put in a room.

If the dogs are killing people, then the dogs should be put down, and the owner fined. But to be put in jail, I don't think so. That would be like putting serial killers parents in jail.

Could i just comment that the Rotties that killed that poor child were not being looked after at the time by their owner, nor was the Rottie that mauled the two year old.
Both attacks were in a home environment. People should not leave their dogs in the charge of someone who the dog does not see and obey every day. Especially if they are guard dogs.

No....unless they set their dog on you. If the dog just kills then the dog should be destroyed. The owner should then be banned from owning dogs.
But in the UK you can kill some one with your car while your pissed out your head and walk free, so I would say the law needs looking at.

No. All dogs a capable of killing but most dont. Most owners train their dogs to be a part of family life and dont use them as weapons against other people.

I accept as true with the charge even with the indisputable fact that the punishment in my opinion is disproportionate. even with if we are responsible for the animals lower than our stewardship there are mitigating elements in touch. The vendors of the pit bull that killed the newborn are ultimately responsible yet two decades is in simple terms too a lot for idiots without a clue about animal stewardship. Ten years max and that i'd be prepared to again up the Victorian act. yet two decades is in simple terms too a lot. Punishment should be meted, yet destroying extra lives is unwarranted. the owner of the canines should be prohibited from possessing any extra animals, he and his significant different or any member residing in his kin. In each and every case like this the animal is a mirrored image and a outcome of the owner. even with the indisputable fact that that's the animal that pays the finest fee; for being an animal.
