Pre-romatic one was viewed usually as a classic piece of poetry, it was originated in Horace for example (not in the Bible I think!), there were many strict rules about creating it - harmony, rhymes, rythm, equal verses. The style was "high", there was a lot of mythologic contexts.
In between there was an oda with some changes, from Sturm und Drang Periode - Schiller, Goethe.
Later, in romanticism (Hugo, Coleridge, Byron) - it became a poem without rules; a kind of manifestation of ideas, thoughts, feelings...

I'm not sure but I would think that the Pre-Romantic Ode originated in biblical times with the Odes of Solomon which were riddled with religious metaphoric content and the Greek odes which considered classic odes were although non religious in nature very much lyrical metaphor. The Romantic odes were most likely those that spread throughout Europe and were used by famous composers in musical form Modern odes are found in Pop Music in the form of songs.
