how can i download a free dictionary from internet to use offline?

StarDict -- Cross-platform

StarDict is a free, open-source, cross-platform and international dictionary written. It has powerful features such as "Glob-style pattern matching", "Scan seletion word", "Fuzzy search", etc.
Available languages include English, German, French, Japanese, Russian, Chinese, Taiwanese. WyabdcRealPeopleTTS (Text-to-Speech) is also available. Since it's open-source, you can also contribute to the project.

LingoPad has German and English dictionaries by default. It also featuers direct links to look up words on Wikipedia and various search engines.

I don't know what languages you're looking for. I can suggest some Hungarian based dictionary and I found a dictionary on download.com called Pardon dictionary with some downloadable dictionaries.
