You will have to start your computer with a boot disk that can usually be created through your control panel. Be sure that you have the format program on the disk. This way the computer will not use the files on drive "D" at start up. Be advised that if there are files on this drive that widows is dependent on to run, you may not be able to restart the computer normally and will have to reinstall the operating system.

That means your Operating system must be installed on drive d. if it is not then check that you have not installed any program on drive d.
if you don't care of your OS and you are ready to reinstall OS then you can try this it may solve your problem
get at the command prompt
come to drive other than D drive
Then write this command
format d:
it will ask you whether you are sure or not.
If this also does not solve your problem then you can use bootable disk and try the same procedure.

It sounds like you have partitioned your hd into 2 partitions
C drive and D drive You could try booting to a:/ prompt and format from there format D:
Dont know why you need to format though

it means that your system have some application running and using resource from the drive, turn off that application or for some application that running at he start up (start -- run -- type:msconfig -- tab startup), restart your computer, then you can now format the drive
