You should have an anti-spyware solution on your computer. I recommend that you go to http://www.download.com and get AD-AWARE and SpyBot Search & Destory. Install, run, update and scan your computer with both programs.

Low performance files are normally "System Files" that cannot be moved or reorganized into contiguous files on your hard drive in the process of defragging.
Generally speaking, there is never any need for you to access those files anyway. They also tend to be relatively small files that were written onto a fragmented HD when they were installed. I would not worry about trying to improve their performance.
Just keep your HD defragged on a regular basis and turn off any programs that are running in the background that don't really need to be.

If you have low performance files its most likely files that are fragmented and cannot be fixed or defragged again. Only way is reformat the hard drive to remove them, or get a new hard drive. Its wasteful to reformat or get a new hard drive if there is nothing else wrong with the computer.
The laptop I have the hard drive is the same way. Im just using it till it dies or till I get a new laptop (cause everything else is wore out).

You could upgrade additional memory to prevent the pagefile from having to be using the hard drive to swap out to free up memory space. It tends to add fragmented space and slowly slows your hard drive and slowly kills it. Also more memory you have the faster the windows load up is.

other than virus/spyware/moleware issue,
go to start menu -- run -- type:msconfig -- tab startup
close some unnecessary application
do not restart yet
right click on my computer -- properties -- tab advance -- performance -- setting --
tab visual effects -- tick out unnecessary things --
tab advance -- virtual memory -- change -- put number greater than what windows recommended for initial value and number greater than initial value for max value (e.g. 1000 and 3000) -- click set
