The first posters synopsis is pretty good. I would just like to add that the show is a little slow. My husband and I watched the first 2. We decided we'll give it one more week and if it doesn't pick up we're not going to keep watching.

In last nights episode they were all trying to get underground before the rain came to town, since the rain will bring nuclear waste down with it. Most of the town went to the bunker under the town hall and most of the rest ended up in a mine shaft. The rest stayed in their homes and went to their basements.

The only really interesting thing that happened was that the former police officer from St. Louis (I think?) got a radio to work. He got a transmission in morris code and wrote down the message. He then lied to the mayors wife that he couldn't get it to work. At the end of the episode you see him take out the message and start putting pins all over a map of the US. He puts one in Chicago, San Diego, Atlanta, Philadelphia...and then you just see him taking out pin after pin. I just assume the these are places that have been hit by nuclear bombs. By the number of pins he is taking out, it appears that every major city has been hit.

Did you notice on this last "Fallout" episode, that:

We know the cities of Denver, Atlanta, Chicago, Philadelphia and San Diego were hit, as well as at least 3 other locations attacked, because Hawkins pulled 3 additional pins out of the drawer before the episode faded off

And, that after shooting the escaped prisoners, when Emily and Jake and the other girl ran into the storm cellar, they left the 2 deputies, one of which we know is alive, in the trunk of the squad car to die in the fallout?

Also, Jake sure seems to have an interesting past in those last 5 years he was away. Somehow, he's picked up the knowledge of demolitions. He's also taking charge of a lot of things. Odd for a "bum" character, unless maybe he was in the intelligence service too. No reason he would hide ordinary military service from his family, as they would be proud of that.
