Because of the fact that there is not that much air in the tube. The water used to make the glue disappates ... leaving a hard substance which bonds the 2 surfaces.

coz in the tube the glue is liquid..when the glue affected by the air it will start to become sticky...

The liquid has to evaporate to cause a bond that why you keep the cap on.
