He's a guy inside the suit. he has one hand up for the mouth movements and his other arm in one of the arms. if you look closely you can see that his arms are attached by a piece of wire which means when he moves one arm the other one moves too, making him look more realistic. the eyes etc are most likely animatronics tho.
also in one of the songs he does his arms move independantly...if you look closely tho one of his shoulders is lower than the other...is there someone else in there with him? I THINK SO!

I loved Bear In The Big Blue House, especially that little mouse, I forgot his name, starts with a T, maybe? And that puppet who doesn't even talk.

I think you'll find that in fact there is not an actor inside bear in the big blue house.It is in fact a REAL trained bear inside the costume.Thats why bear in the big blue house looks so convincing.He wasn't going to where the costume originally but became camera shy so they let him wear the blue suit!!

He is a creation of Jim Henson's Muppet Factory. There is a man in the suit, but when extra movement is his other arm is moved by wires like a marionette
