i've always preferred a natural looking habitat, so I would need to know what kinds of fish you plan on keeping
Get a good book and figure out where your fish come from and then decorate the tank to look like their natural home

Using dark colors in the tank will help to show off the color of your fish. Also, some fish like places to hide and others like open area to swim, it really depends on what kind of fish you have.

No.. Better dont decorate the fish Tank, because it will not make the fishes as comfort , Leave it simple ..

Aquarium Designs Inspired by Nature by Peter Hiscock is my most favorite book on aquarium decorating. I'm sure there are lots of great websites and other books but I have to say this one is fabulous. It inspired me to redesign my 30gal.
