The plug had three prongs, the "protecting" prong unatached itself somehow and is now living in the electric outlet which I accidently touched in the dark and shocked myself with. Currently, I do not know how to shut off the flow of electricity to this outlet, but I would like to remove this open prong of doom if possible without another shock.

Somehow you have to cut power off to the outlet... either by shutting off the appropriate breaker, or power to the entire house or building. Then either remove the prong, or replace the outlet. There is no other safe way.

Shut the power off the the whole house then, it should be the breaker that says 100 or 200. Then just have your flashlight and pliers handy and pull out the prong. When I shut the main off I usually wait about 10 minutes before I turn it back on, I like to let the pressure equalize in the freezer and refrigerator.

To shut off the electric power to that out let you must,
1. Get a two prong small lamp and plug it in.
2. Have an assistant standing by the lamp.
3. Go to your power circuit breaker box.
4. Switch off each circuit breaker and wait (or go check yourself if no assistant) till the assistant tells you the lamp is off.
5. Then take a pair of needle nose pliers and pull that prong out. If you can't, just replace the outlet.
Hint! If your circuit breakers are not marked take this oppertunity to do so. Have a note pad and pen and after each breaker is shut off go thru the house and make note which light switch and outlet does not work and write it down next to the number of the breaker.
When finished you can go to an electric supply store and buy a sheet of blank stickers write the breaker number and what it services and stick it next to the breaker switch in the box.
Or type the list out, insert it in a plastic sleeve and hang/post it next to your circuit breaker box. The next time you need to shut off power to an outlet or switch refer to it.
It is time consuming this time but will save time/trouble the next time. Also will save you money with the hourly rates charged for a service call, if needed.

My brother accidently broke a prong off in the outlet one time & I shocked the crap out of myself. He had to turn off all the power to the house & pull the prong out with a pair of pliers.

Ever hear of a circuit breaker? Shut off the circuit that feeds that receptacle. Pull out offending prong with pliers.

Do NOT do the rubber gloves thing. It's not safe, even if the gloves are thick. It's SAFER, but not 100% safe -- weird things happen. Gloves tear, melt, etc.

Turn off the power. Or call an electrician.

If you can't find the breaker to switch it off, go outside to the meter, there should be a switch next to the meter that will allow you to cut ALL power to the house.

For your own safety contact a Proffesional Electrician <----
...however if you must simply insists on doing it yourself (which i dont recommend) wear RUBBER gloves (double check and make sure they're rubber, seriously) they dont conduct electricity, so you should be to simply pull it out.
