Cyber crime, Internet crime, or Computer crime:

Above were quote from wiki. Internet is really very great. Imagine you can get the all-important data from any country immediately. But there are lot there taking advantage.

In my own opinion, we can eliminate crimes through unity and fairness:
(1) ISPs SHOULD include the IPs of his clients - no exemptions, no buts, no hiding, no rerouting to other countries.
