First thing id do is dampen the existing wallpaper where you want to restick it. then get wallpaper paste and fold the edges back on your wallpaper then apply the paste. Then with a damp towel and a wallpaper roller gently press the wallpaper back into place, making sure not to leave any air bubbles or wrinkles. Good luck.

SAVE YOURSELF A LOT OF WORK! YOU DON'T HAVE TO PEAL OR TEAR OFF ANYTHING. YOU CAN USE THE SAME WALLPAPER PASTE JUST UNDER THE SEAMS WHERE THEY'RE CURLING UP, STICK THEM BACK DOWN AND WIPE THE EXCESS OFF WITH A DAMP CLOTH AS YOU PRESS IT BACK IN PLACE. IF THAT ISN'T STICKY ENOUGH THEN GO FOR THE ELMER'S. THAT STUFF IN A TUBE IS MORE EXPENSIVE AND ISN'T ANY BETTER. IT WILL BE A LITTLE MORE DIFFICULT TO REMOVE LATER BUT NOT BAD, MEANWHILE YOU WANT IT TO LOOK GOOD.

Buy a tube of wallpaper repair paste (sometimes called border paste) and stick it back down. Don't worry about tearing the paper to get the glue in. the tears will disappear once the paper is back in place. Don't cut the paper to open up the gaps, as cuts will show - tear it to get feathered edges.

Right click your mouse, choose properties adjust display, resolution etc. May be same thing holds for cement walls also.
