You will have to check with the company they are renting from for rules about renting at that location. There are waivers of age limits and fees for additional drivers from the same household - but they vary depending on where and from whom you rent.

They need to include you as a driver when they rent the vehicle. You sign a waiver that you are the only person driving the vehicle when you rent the car. If there are other drivers, you have to include them with their name, and sometimes you have to pay more money ,and sometimes they require the person's id. ,depending on the auto rental company.
Talk to your parents before they go rent the vehicle ,or call the rental company yourself.
have fun !

Depends on the rental agreement. I imagine they would have to pay extra at least for a kid like you to drive the car.
Are you old enough to have a licence ? Have you passed your driving test yet ? Can you reach the pedals ? So many questions would have to be resolved.
Ask your parents.

If MY parents rent a car, you sure can't drive it! (Hey, that was your original question). If your parents rent one, can you drive it? Sure, if you are named when they rent it as a driver, and you are over 25 years of age. Otherwise, no.

I rented a car once and the only way someone else could drive it is if they had insurance and i added them on.

Yeah, probably.
They should list you as a driver on the car. And if you already have car insurance, or are listed on one of your parent's cars, then you are covered.

Yes, as long as they stipulate you as a driver on the rental form. It might also affect the cost. (Having multiple drivers increases the insurance cost.)

Only if you are included as one of the drivers in the rental agreement.
