How would you define it? I know it means neo conservative, but what does that entail?

It is extremely misused by the liberal left to describe conservatives in a negative way.

The word "neo" means simply "new".
The problem with calling conservatives "neocons", is that they aren't new. The Republican party HAS moved to the left over the years, but they are not new.

It has become in vogue with Bush. Although some try to call Reaganism neo-con--it wasn't. Reagan was pretty much a conservative--in the Goldwater sense--which is the Gold standard for convervatism--at least Republican Party style.

Neo-conservatives define themselves as being pragmatic conservatives. Thus we saw George Bush calling himeself a "conservative with a heart".

Of course, pragmatism is a slippery slope and can mean almost anything you want it to mean. Thus we see some decidedly unconservative things out of Bush--NCLB, giant deficit--and some true conservatives would argue his stance on wiretapping--and some (such as George Will) the policies in regard to Iraq and foreign policy in general.

Neo-conservatives incorporate social conservative values. For example a true conservative is interested in limited government--in partiucluar the federal government and states rights. A true conservative would never support a consitutional amendment interfering with how the states define marriage--it is simply not a legitimate federal issue.

The leading "intellecutal" journal of neo-conservative thought is "The Weekly Standard" You can pretty much keep up with what the newest neo-con thought is by spending a few minutes with that.

Neo meaning new. Con meaning to swindle a victim by means of gaining their confidence, i.e., a confidence game. In other words a neocon is a person who has devised a new and innovative way to con people (the American public) into spending their hard earned tax dollars on very dubious socio-economic policies and ill conceived foreign wars.
