Give me the answer whether it is softer or more softly or we can accept both.

You would use speak softer because you are comparing only two things- how they speak to a baby and how they normally speak. A grammar teacher will call this the comparitive degree of adjectives or adverbs. In this case, you are using the adverb soft and increasing the intensity by comparing two things, to softer. Soft, softer, softest. The first simply functions as an adverb or adjective. Second degree or comparison, compares two things. Superlative, or third degree compares three or more things.
My old grammar teacher would be happy to know some of the boring lessons actually did stick.

"More softly" is the correct form. "softer" is the lazy form.
