What are the skematics and compositions of an infinite pendulum?

What also is the best way to make a "toy" pendulum? I know generally about the pendulum and it's ability to apply toward time-keeping but how can the infinite pendulum work and what does it take to build a model pendulum?

I saw a pendulum that was powered by the earths rotation. It would work as long as the earth was moving.
