Personally my favorite is Jacques Brel, and some of his best tunes are "Amsterdam," "Ne me Quitte Pas," "Mathilde," "Quand on n'a que L'amour," and "Au Suivant." For English versions of some of his better known songs, look for the musical revue "Jacques Brel is Alive and Well and Living in Paris," although some of the translations are dubious.
Also check out Emilie Simon's "Fleur de Saison," and "Le Vieil Amant." I also recommend Francis Cabrel's "Le Monde est Sourd," and "Depuis Toujours," as well as Thomas Fersen's "Ne Pleure Pas," and "Au Cafe de la Paix."

lots of things by rachid taha
lots of things by cheb mami (both those are often in arabic, because they're algerian, but a lot is also in french)
'parisien du nord' by cheb mami, etc. (one of the best rap songs i've ever heard, really beautiful)
