Are you talking about a strut tower bar? This ties two parts of the car body together where they mount the top of the suspension so that the mounts don't flex so much. In theory, this'll make the handling more precise.

usually connected with rubber bushing that frequently wear out and must be replaced
the strut / radius rod helps keep the left and right side even for proper alignment
