The best way to do it: Go from your heated house/appartment to your heated car to your heated workplace. I grew up here. :)

lots of cotton layers , u will get used to it eventually
I nearly died when I came to australia from the Uk
I was used to the cold but ended up in the bush were it was 45degrees most days
I thought I was gonna die oh heatstroke but I did eventually acclimatise, takes a few months at least

Don't be afraid of cold weather, but embrace it. Have fun with it. Learn how to dress warmly and have fun in it.

it's the mindset.

Once you overcome the mndset, you will know how to keep/wrap yourself warm. There are heaters too and houses are insulated.
