Local governments have direct and personal contact with people. Thus, Americans trust the local governments than the federal government which is busy with other matters such as intervention in foreign affairs.

Because they can watch the local people and go discuss things with them, but the federal government is too big to keep an eye on and you can't just walk into the Oval Office and tell the president he's being an idiot... unfortunately.

i guess its because you tend to trust something a bit more in your reach then something that is more of the masses, that tends to be out of hand.
