We are thinking of buying a house with a bad cement block basement,it has vertical & horizontal cracks.We want to do it cost effective but lasting.

First you have to ensure that this is not due to the foundations sinking? if that is the problem then Underpinning $$$$$$ is the solution, its a worry that you have both the vertical and horizontal cracks, good luck

We have a cinderblock basement that had some rather severe cracks - we used a cement type caulk that was purchased at a local hardware store. We had to dig down on the outside to expose the cracks on the outside and then filled them in from both sides. The 'caulk' comes in a regular caulk tube. We have had NO problems since then, but we also landscaped to pull the water away from the foundation of the house and make sure our gutters drain well away from the foundation. It's been over 4 years now - so far so good.

get a can or 2 of that spray foam and fill the crack and then take a putty knife and shave it even with the wall and put a think layer of hydraulic cement over the repair job.but also check your floor in the basement and if it is also cracked call a concrete contractor to come check it out for u or your local basement repair company.if this is a house you are thinking of buying make the owner pay for the repairs as part of the closing
