ah, the identification process....
Start with looking for buildings. If they have windows, and perhaps a chimney, you are on the right track. If they have lots of big doors, or have police or ambulances coming and going often, you are probably not identifying a house. It is either a warehouse, a hospital, or a police station.
I have a budget constraint too! No hospitals for me though.

First, determine how much money you have to spend.

Determine the amount of space you will require to meet todays requirements and for future needs, both planned and unplanned.
Determine the areas of the town or city where you live which you find acceptable to live.

See if you can spend a night or two in the apartment. This way, you can determine if the people who live around the unit are okay.
Hire an inspector to check out the structural soundness of the building and the unit.
Buying a home is like buying a marriage. If it all "feels" right and it feels like home, then it most likely is.
Find an attorney, estate agent or realtor to help you.

find a realtor you trust, who specializes in the area you want, in the type of property you want.
then, ask them for a referral for a dependable lender.
then, talk to the lender, and figure out what your credit and budget will allow you to buy
then go back to the realtor and look for a property in the price range you can afford.
