First of all you are beautiful because you are about to bring a child into this world. I purchased cheap trendy maternity clothing on line at eBay. My husband continuously told me how sexy i looked so that helped my self esteem when I need plus size maternity clothing.

Use a facial scrub and moisturizer everyday to keep your skin looking polished. And as for make-up I'm assuming you don't have a lot of time with a 16 month old, so just use a little blush, mascara and lip stick. I also found a cool thing at The Body Shop, iT's a glow enhancer and I use it under my eyes to reflect the light away from my dark circles. For maternity clothes, buy 1 or 2 dressy shirts and wear them with black pants or a skirt when you feel like dressing up and just stick to casual t's when your out and about. If you have time do something nice with your hair, it will bring any look together.

Something that will help you to look great without makeup is to get enough relaxation and exercise. Try prental yoga, it will help you relax and breathe, and keep you in shape for the birth and recovery.
I know most people freak out when you mention Mary Kay, but you might want to look up a consultant, she can give you free lessons in applying makeup, they are trained to show others everything about skin care and makeup. Don't judge by the sterotype of the old lady in the pink car, there are some HAWT Mary Kay ladies!
Clothes : don't wear things that are too small, they will make you look fat. Try a http://www.bellyhugger.com
Makeup: Light foundation with a bit of neutral blush will help you to look bright and awake. Curl your lashes and throw on some mascara for stunning eyes.
Facial : wash with a mild cleanser and use a oil free moisturizer. Exfoliate 2X a week.

Always keep your face clean, if to use make up and can't afford the best go with Jane or Wet-N-Wild they are the cheaper brands but work just as good. I use those when I can't afford the others which is always. Try buying different kinds of clips and just twist your hair and clip. some of the cutest styles happen on accident. Also carry your self well with lots of confidence I am sure you have that already, especially with clothes if you can carry your self good then you can make anything look good. I not much of an makeup artist so I can't help on putting in on. But with hair it's easy depending on the length and style you have already.

Target and Walmart are great places to get make-up that is not real expensive. You can also go to an expensive store, like Macy's and get a makeover at one of the counters. To keep my skin looking good I keep a big tub of plain Noxema in the shower and use that every time, and never have a problem with breakouts. I found really cute maternity clothes at consignment shops and thrift stores. They are usually in good condition since they are not really worn that long.

Target has cute maternity clothes.
Makeup...I only wear mascara. Takes two seconds, makes you look much better.
You don't really have to worry too much. Everyone thinks pregnant women are adorable. You don't think you are, but everyone else thinks you look great.

beauty secret can be cheap if you need them to be. Buy Sally hansen wax strips for your eyebrows and lip. Broadway nails 5$(glue on) and baby oil to keep those stretch marks away. If you can spend a little get a decent bra, and just take a few minutes after baby goes to bed to do your toe nails.
