Basically they are no different than tax cuts for the rich, except with you give to the rich the money does not cycle in a way through our economy that is healthy. Both tax cuts for the rich and social programs take tax money and inject it into different parts of the social structure.
Medicare, Medical, head-start, Amtrak and local police compensation are all forms of transfer payments from the government to selected people in the society. Medicare and Medical provide medical treatment for those who qualify and the money is spent on goods and services in medical field. That money is than spent into the general public cycling again and providing not only services, but pay checks, housing, food products and so on.
Are these social programs worth it? Will it is an expensive deal when people are showing up at Emergency Rooms to take care of preventable health problems. Also, just consider contagious diseases, the homeless with out medical care sometimes can spread a contagious disease. It is better to treat folks before they start spreading diseases around town.
