Politicians specifically and people in general are the targets. A readable satire the book keeps some suspense till the last chapter. George Orwel did a very good job. In another novel 1984 Orwel talks about thought police getting inside public minds to collect intelligence .

It's a fable targeted at Soviet Totalitarianism in general...or could be metaphorical for almost any form of totalitarian government, really. If you want a list of the characters and which figures they are meant to represent:
Napoleon = Joseph Stalin.
Snowball = Leon Trotsky.
Old Major = Lenin / Marx.
Benjamin = George Orwell.
Squealer = Vyacheslav Molotov / Russian news.
Mr. Jones = Czar Nicholas II.
Mr. Frederick = Adolf Hitler.
Mr. Pilkington = Britain / US.
Boxer = working class.
Clover = middle class.
Mollie = upper-class people.

The Russian (formally the USSR's) version of communism (socialism) back during the cold war. They might have been specific during the initial writing (totaly guess) but pretty much could have been applied to any of the Kremlin leaders up to Yeltsin.

The targets are the communists/marxists, represented by the pigs who are "more equal" than the others.
This was based on George Orwell's bitter experience as a pro-communist.
