The question is too vague, primarily because "best" is subjective and because "most people in most countries" overgeneralizes the nature of nations.
What works well for one nation may be disastrous for another.
That being said, I would prefer a liberal democracy, with direct (popular) elections, irrevocable universal suffrage, mandatory voting, bicameral legislature with term limits, independent judiciary, an elected executive that is responsible to the legislature, restrictions on campaign advertisements (no TV ads), and no campaign contributions except in the year of the election.
Basically, the U.S. system, with modifications to make it more responsible to the people instead of the dollar, and a president who is more like an elected leader than a King.

A representative democracy without campaign special interest money from ANY group to influence politics. The U.S. has a representative democracy but we're weighed down by special interest money, from business to labor to rich individuals, corrupting the system. The average man on the street's opinion doesn't count.
